Kinsella to Discuss Legislation that Would Modernize Critical Minerals Mapping through Quantum Technologies

WASHINGTON--(BUSINESS WIRE)--

Infleqtion ( INFQ ) , a global leader in quantum computing and quantum sensing powered by neutral-atom technology, today announced that its CEO, Matthew Kinsella, will testify before the U.S. House of Representatives Committee on Natural Resources to discuss the Quantum-Enhanced Critical Minerals Mapping Act of 2026.

The committee will hold a legislative hearing Tuesday, July 21, at 10:15 a.m. EDT. Viewers can stream live on the YouTube feed, and additional information can be found on the hearing page.

The Quantum-Enhanced Critical Minerals Mapping Act of 2026 represents a significant step toward deploying quantum technologies to modernize critical minerals and rare-earth elements mapping. If enacted, the legislation would direct the U.S. Geological Survey to use advanced quantum sensing capabilities, including quantum gravity gradiometry to survey priority critical-mineral areas on or near federal lands, integrate the results into existing Earth Mapping Initiative (Earth MRI) databases and report the findings to Congress.

“As the United States works to strengthen domestic supply chains and reduce reliance on foreign sources of critical minerals and rare-earth elements, the need for better information has never been greater,” said Matt Kinsella, CEO of Infleqtion ( INFQ ). “Representative Hurd’s legislation recognizes a simple but important truth: smarter, faster and more responsible resource development begins with understanding what lies beneath the surface. Quantum sensing technologies can provide that insight, helping reduce uncertainty, guide investment and support more informed decisions before exploration begins.”

By leveraging quantum-enhanced mapping techniques, The Quantum-Enhanced Critical Minerals Mapping Act of 2026 aims to strengthen domestic supply chains, support resource development, and bolster U.S. economic and national security interests. The bill could also reduce speculative drilling through better subsurface intelligence and shrink the environmental footprint of exploration by narrowing uncertainty and lowering drilling costs.

“The time to deploy these capabilities is now if we want to accelerate American resource security while maintaining a responsible approach to development,” added Kinsella.

Infleqtion’s quantum technologies are already supporting operational programs across national security, energy and scientific research, including DARPA, the U.S. Department of Energy, NASA and the U.S. Department of War.
