China Tightens Export Controls on Rare Earth Technologies

06:03 AM EDT, 10/09/2025 (MT Newswires) -- China's Ministry of Commerce said Thursday it has imposed new export controls on rare earth-related technologies to protect its national interests.

New regulations block the export of technologies used to mine and process rare earths, including restrictions on mining, smelting, metal refining, magnetic material manufacturing, and recycling of secondary rare earth resources.

Exporters must now apply for licenses from the ministry before exporting rare earth technologies or related services under the new rules.

The ministry said the decision aims to strengthen oversight of dual-use technologies and bars individuals and entities from providing logistics, financing, or other services that support unauthorized exports.
