CVS Health Faces Congressional Inquiry Over Lobbying Efforts in Louisiana

01:29 PM EDT, 09/04/2025 (MT Newswires) -- The US House Committee on Oversight and Government Reform has opened an investigation into CVS Health ( CVS ) following reports that the company used confidential patient information to influence Louisiana lawmakers.

The lobbying campaign focused on House Bill 358, which seeks to prevent companies from running both pharmacy benefit managers and retail pharmacies within the state, the report said Thursday.

According to the committee, CVS sent on June 11 bulk text messages to thousands of customers in Louisiana, including state employees, alerting them to possible pharmacy closures, increased prescription costs, and disruptions in service.

These texts could violate Health Insurance Portability and Accountability Act, which forbids using patient information for purposes unrelated to healthcare services, the committee said.

The committee has asked CVS Health ( CVS ) and its subsidiaries to provide documents and communications regarding the use of patient data for political advocacy, citing possible HIPAA privacy rule violations.

The healthcare company didn't immediately respond to a request for comment from MT Newswires.
