The European Commission also found insufficient legal grounds to ask for concessions, according to the sources.
EU authorities are set to provide a decision on the $36 billion deal by Dec. 19, according to the report.
Kellanova ( K ), Mars, and the European Commission did not immediately reply to requests for comment from MT Newswires.
