01:04 PM EDT, 09/25/2025 (MT Newswires) -- Meta Platforms ( META ) faces preliminary findings from the European Commission alleging that Facebook and Instagram failed to provide adequate tools for users to flag illegal posts, Bloomberg reported Thursday, citing people familiar with the matter.

The charge sheet, expected in the coming weeks, could lead to a fine of up to 6% of Meta's annual global revenue if the findings are confirmed. The company will first have the opportunity to respond or propose remedies, the report said.

The findings follow an EU probe opened in April 2024 under the bloc's Digital Services Act, which requires platforms with more than 45 million monthly users in the region to implement strong safeguards against illegal or harmful content.

A Meta spokesperson told Bloomberg the company disagreed "with any suggestion we have breached the DSA" and said it continued to negotiate with EU authorities.

Meta and the EU Commission did not immediately respond to MT Newswires' request for comment.
