Chair Jerome Powell set a bold and untried new course for how

the U.S. central bank would set monetary policy. With a global

months earlier, Powell leaned more into the employment side of

the Fed's dual mandate than any previous Fed chief. It meant he

and his colleagues would not risk cutting short a then-uncertain

jobs recovery by moving preemptively to cut off signs of

building inflation as had been central bank orthodoxy to that

point. It blew up in their faces: Within two years they were

fighting a rear-guard action against the stiffest inflation in

more than a generation. Now the Fed's operating playbook - its

"Statement on Longer-Run Goals and Monetary Policy Strategy" -

is up for its mid-decade review and one thing is all but

certain: Preemption will be back.
