US Commerce Department to Rescind China Waivers for Intel, Samsung Units

09:55 AM EDT, 08/29/2025 (MT Newswires) -- The US Commerce Department's Bureau of Industry and Security issued a final rule Friday removing Intel's ( INTC ) Dalian unit in China, Samsung China Semiconductor, and SK hynix Semiconductor's China operations from the Validated End-User list.

The final rule, which will be published in the Federal Register on Tuesday, prohibits the named companies from exporting, re-exporting or transferring eligible items subject to the Export Administration Regulations under a general EAR authorization instead of a license, according to the department.
