US Senate Passes Legislation Requiring AI Chipmakers to Prioritize Domestic Buyers Over China

07:18 AM EDT, 10/10/2025 (MT Newswires) -- Nvidia ( NVDA ) and Advanced Micro Devices ( AMD ) would be required to prioritize US companies over Chinese buyers under a bipartisan amendment passed by the US Senate as part of the annual defense policy bill, multiple media outlets reported Thursday.

The House version of the bill, passed in September, does not include the export-control provision, meaning lawmakers from both chambers will need to negotiate a final version, the reports said.

Senator Elizabeth Warren, who co-sponsored the Guaranteeing Access and Innovation for National Artificial Intelligence Act with Senator Jim Banks, said the measure ensures American customers "aren't forced to wait in line behind China's tech giants when purchasing the latest AI chips." Senator Warren added that the legislation is aimed at reducing long wait times for US buyers of AI chips.

Bloomberg reported Thursday that opponents are expected to push for the amendment to be dropped. Nvidia ( NVDA ) said last month that the legislation targets a "non-existent problem," according to the Bloomberg report.

Nvidia ( NVDA ) and AMD did not immediately respond to requests for comment from MT Newswires.
