President Donald Trump said negotiations were in the "final" stages, while Iran's foreign minister said talks had stalled.
The setback came after Iran launched missiles and drones at Kuwait and Bahrain on Wednesday following a US strike on an oil tanker headed to Iran, according to the report.
In Lebanon, Hezbollah said it would not abide by the ceasefire conditions announced by the US State Department.
Oil prices fell after three days of gains as investors remained optimistic about prospects for a ceasefire, though continued fighting in Lebanon remains a challenge to efforts to de-escalate the broader conflict.
