Are arbitrary lockdown rules hurting efforts to restart economy? What experts say

Different states have different quarantine rules. Uttarakhand has mandatory institutional quarantine. In Assam, authorities will decide if one needs institutional or home quarantine. Are these myriad rules hampering the efforts to restart India's economy?

According to a CNBC-TV18, CII poll among CEOs, 38 percent said lockdown restrictions are the biggest pain point for their business. It was the second biggest issue after cash flow.

You can fly to any destination in Uttar Pradesh but you can't travel by road to Ghaziabad from Delhi because that border has been sealed after an order by the district magistrate. You can fly to any destination in Karnataka but the roads are sealed for those trying to enter from Tamil Nadu, Maharashtra and Gujarat. Karnataka also has a Sunday curfew which led to scores of trucks getting stuck at the state's borders.

So how can we ensure stability for businesses while not compromising on basic safety measures? To discuss this, Shereen Bhan spoke to Anil Swarup, former secretary of coal, Colin Gonsalves senior advocate at Supreme Court and founder of Human Rights Law Network, Sandip Somany, vice chairman & MD of HSIL and Vikram Singh, former DGP of Uttar Pradesh.
