In the first 100 days of the re-elected Narendra Modi government, a Good Governance Index to rank states and electronic offices down to the secretariat level is likely to be created, The Economic Times reported. The index will rank offices on the basis of their paperless functioning and speed of grievance redressal among other metrics.

The next Modi government will bring the index into operation from July 2, the paper said, adding that the index will take into account states' governance and rank them to identify areas that need work.
The index will take into account ten sectors—agriculture, commerce and industry, human resource development, public health, public infrastructure, economic governance, social welfare and development, judicial and public security, environment, and citizen-centric governance measures—and measure them on 51 indicators, added the report.
The initiative is aimed at extending the e-Office model, which envisages digitisation of government files, to all levels of government.
