President Murmu inaugurates NeVA project that makes Gujarat Assembly paperless

President Droupadi Murmu on Wednesday, September 13, inaugurated the National e-Vidhan Application (NeVA) project of the Gujarat Assembly. The initiative will pave the way for the Gujarat Assembly to go paperless.

The project launch coincided with the opening day of the four-day monsoon session of the Gujarat Assembly.

President Murmu, in her address to the House, said that NeVA will bring transparency to the functioning of the Gujarat Assembly.

“NeVA is a progressive transformation which will bring transparency in the functioning of the Gujarat Assembly and also help members of the House to access best practices of other assemblies,” she said, according to PTI.

What is the NeVA Project?

The NeVA project, a brainchild of Prime Minister Narendra Modi, was introduced in 2018 as part of the ‘One Nation, One Application’. Its overarching goal is to revolutionise legislative assemblies by ushering them into the digital age, effectively making them paperless institutions. This initiative encompasses several key features, including e-office functionalities, e-voting, e-attendance, and an e-library.

NeVA is a workflow system deployed on NIC Cloud, MeghRaj, which helps the Chair of the House to conduct the proceedings of the Assembly smoothly. The system also helps members to carry out their duties in the House efficiently. With the NeVA project, the Legislative Business in state Assemblies can go paperless.

The NeVA project aligns seamlessly with the broader Digital India Programme, representing one of the 44 Mission Mode Projects (MMPs).

So far, 21 state Assemblies have signed Memorandums of Understanding (MoUs) to implement NeVA, and funding has been allocated for 17 of them. So far, nine legislatures have transitioned fully into the digital houses and actively operate on the NeVA platform. This means that all their legislative activities are conducted digitally and without paper.

The National e-Vidhan Application (NeVA) serves as a Unicode-compliant software designed to make legislative work and data accessible online to both citizens and assembly members. The platform includes a dedicated website and a mobile application to facilitate convenient access. Through NeVA, users can readily access critical documents such as question lists, business agendas and various reports.

NeVA epitomises the concept of ‘One Nation, One Application’ with a mission to prioritise cloud-first and mobile-first approaches, all centred around serving the members of legislative assemblies more effectively. Prime Minister Modi had initially proposed the concept of ‘One Nation, One Legislative Platform’ in November 2021.
