Prime Minister Narendra Modi disbursed the 15th instalment of the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) Yojana worth over ₹18,000 crore to more than 80 million farmers on November 15, Wednesday. The initiative has already disbursed over ₹2.62 lakh crore across 14 instalments into farmers' accounts. However, there may be instances when an eligible farmer may not receive the instalment.

To address this, farmers encountering non-receipt can lodge complaints via the PM-KISAN Helpdesk. Helpline numbers - 011-24300606 and 155261, as well as the toll-free number 18001155266, serve as avenues for grievance registration. Alternatively, emails can be directed to [email protected] or [email protected].

Before registering a complaint, verifying one's name on the beneficiary list is advisable. Here are the steps to do so:

Step 2: Navigate: Select 'Beneficiary Status' in the 'Farmers Corner'

Step 3: Fill Details: Choose state, district, Sub-District, and Panchayat

Step 4: Enter: Provide registered Aadhaar or bank account number

Step 5: Retrieve Data: Click 'Get Data' to view the instalment status

Those yet to receive the 15th instalment (₹2,000) can file complaints via the PM-KISAN Helpdesk during weekdays or by emailing their grievances. If any instalments are not received without falling under exclusion criteria, farmers are eligible for accrued benefits once the delay's cause is resolved.

One reason for non-receipt might involve non-compliance with e-KYC norms, which the government has made mandatory for all PM-KISAN Yojana beneficiaries.

The PM-KISAN scheme, operational since December 1, 2018, aims to provide an annual income support of ₹6,000 to land-holding farmer families in three equal instalments. State governments are responsible for identifying eligible farmer families according to scheme guidelines, and funds are directly transferred to their bank accounts.

Last month, it was reported that the Central government has initiated an expansive saturation campaign in response to farmer grievances registered under the PM-KISAN initiative. However, sources caution that the scheme may never achieve a 100% saturation level of landowners because of various exclusion criteria defined in the operational guidelines, according to a CNBC-TV18 report.

"To facilitate states in achieving close to 100% saturation among all eligible land-owning families left out, the ministry has developed an IT system enabling largely automated saturation without necessitating farmers to submit additional documents for PM-KISAN benefits," sources told CNBC-TV18.

One of the cornerstones of this effort is the introduction of the PM-KISAN Mobile App, which will allow farmers to register digitally and also help create comprehensive farmer registries in states, sources said.
