According to an unconfirmed Reuters report, CEO Lip-Bu Tan is considering limiting its 18A manufacturing process to external customers (small amounts to Amazon and Microsoft already promised) but still plans to ramp for its internal Panther Lake chips for PCs. While no decision has been made, we think it's an indication that INTC's 18A process node is generating limited appeal from external customers, which we view as a worrisome sign. We think an effort to place more emphasis on future nodes (e.g., 14A) is a story that investors have heard in the past and demonstrates that INTC will have difficulty catching up to its primary competitor, Taiwan Semiconductor, on the foundry side. That said, we think Tan's focus on rightsizing costs is necessary but doesn't resolve INTC's primary issue, which is having the correct offerings to compete across the data center space within its products division as well as expertise/technology on the foundry side to properly service/garner the trust of external customers.
