The Philadelphia Semiconductor index fell 2.4%.

In corporate news, Apple ( AAPL ) said Wednesday that it is in full compliance with a court injunction requiring it to let app developers provide links and buttons to payment options for users outside its App Store. The tech giant's shares were declining 1%.
