08:55 AM EDT, 09/16/2025 (MT Newswires) -- Technology stocks were flat to lower premarket Tuesday, with the Technology Select Sector SPDR Fund (XLK) inactive and the SPDR S&P Semiconductor ETF (XSD) down 0.7%.

Oracle (ORCL) is among a consortium of firms that would help TikTok to continue operations in the US if the US and China finalize a framework deal, CBS News reported, citing sources with knowledge of the matter. Oracle shares were up more than 4% pre-bell.
