The Philadelphia Semiconductor index slumped 3.9%.

In corporate news, Apple's ( AAPL ) subsidiary in Ireland, Apple Distribution International, is facing a 390,000 British pounds ($516,093) penalty in the UK for violations of the sanctions against Russia, the Office of Financial Sanctions Implementation said Monday.
