Stocks Fall Pre-Bell as Potential US Government Shutdown Concerns Rise

07:33 AM EDT, 09/30/2025 (MT Newswires) -- US equity futures were trending lower on Tuesday as investors continued to weigh the risks of a potential federal government shutdown this week.

The S&P 500 and the Nasdaq declined 0.2% each in premarket activity, while the Dow Jones Industrial Average was off 0.3%. The indexes finished Monday's trading session higher for the second consecutive day.

A meeting between Republicans and Democrats on Monday yielded no progress on a spending bill to avert a partial government shutdown, which could begin as soon as Wednesday, news outlets reported.

"I think we're headed to a shutdown because the Democrats won't do the right thing," Vice President JD Vance told reporters after the meeting, according to CNBC.

"We believe the two chambers of Congress are unlikely to strike a compromise by tomorrow's midnight deadline for a continuing resolution to extend the 2025 fiscal-year budget," Wells Fargo Investment Institute said Monday.

The Department of Labor's updated guidelines on Friday confirmed the Bureau of Labor Statistics would suspend all operations during a lapse in appropriations. The official jobs report for this month is currently scheduled for a Friday release.

Treasury yields were down in premarket action, with the two-year rate retreating 1.9 basis points to 3.61% and the 10-year rate inching 0.4 basis points lower to 4.14%.

The US will impose a 100% tariff rate on movies made outside the country, President Donald Trump said Monday. Trump also signed a proclamation to set tariffs on imports of timber, lumber and their derivative products, according to a separate White House statement.

Tuesday's economic calendar has the Case-Shiller Home Price Index and the Federal Housing Finance Agency House Price Index, both for July, at 9 am ET. The Conference Board's consumer confidence report for September is out at 10 am, along with the Job Openings and Labor Turnover Survey for August.

Federal Reserve Bank of Boston President Susan Collins is slated to speak at 9 am, while Chicago Fed President Austan Goolsbee speaks at 1:30 pm. Dallas Fed President Lorie Logan's remarks are due at 7:10 pm.

Shares of Wolfspeed ( WOLF ) jumped 25% pre-bell as the silicon carbide chipmaker said it completed its financial restructuring and exited Chapter 11 bankruptcy protection. Robinhood Markets ( HOOD ) nudged down 0.7% after closing Monday with a 12% gain. PayPal ( PYPL ) was up 0.6%.

Sportswear giant Nike ( NKE ) is expected to release its latest financial results after the markets close. Paychex ( PAYX ) , Lamb Weston ( LW ) and United Natural Foods ( UNFI ) post earnings before the bell, among others.

West Texas Intermediate crude oil decreased 0.6% to $63.05 a barrel before the opening bell, amid media reports that the Organization of the Petroleum Exporting Countries and its allies are planning to further increase oil production.

Gold fell 0.5% to $3,838 per troy ounce, while bitcoin dropped 1% to $113,023.
