Mizoram Polls 2023: MNF seeks second consecutive term as new political force rattles status quo

Mizoram, a state born out of years of insurgency in 1987, has predominantly been under the rule of either the Mizo National Front (MNF) or the Indian National Congress.

However, the state's political landscape faces a fresh challenge from the Zoram People’s Movement (ZPM), a new entrant that made significant inroads in a pivotal civic body election earlier this year.

With the Election Commission of India announcing voting for all 40 assembly seats in Mizoram on November 7, 2023, the political stage is set for a potential upheaval.

The incumbent MNF, led by Chief Minister Zoramthanga, is eyeing a second consecutive term in the 2023 assembly polls. The party has held the reins for three terms since Mizoram's inception as a state.

In this electoral face-off, its principal rival, the Congress, has had four terms in power. Political analysts speculate that the MNF might have an advantage due to its commendable performance in the distribution of financial assistance through the state's flagship program, the Socio-Economic Development Policy (SEDP), its handling of refugees and displaced people from Myanmar, Bangladesh, and Manipur, and the growing sentiment of Zo sub-nationalism in response to recent ethnic displacements.

In the 2018 assembly election, MNF successfully ousted the Congress government by winning 26 seats and securing 37.7% of the votes. The Congress, on the other hand, managed only five seats despite receiving nearly 30% of the votes.

Under the leadership of its new president Lalsawta, the Congress is striving for internal reforms by bringing young talent into the party. Nevertheless, the grand old party's appeal has waned due to Zoramthanga's unwavering support for the Zo refugee cause and the emergence of the alternative ZPM.

The ZPM, despite receiving a lower 22.9% of the vote share, emerged as a significant player, particularly in urban areas, clinching eight seats in 2018. It has advocated for the introduction of a new political system, distinct from the existing state apparatus. K Sapdanga, the working president of ZPM, stated, "People, including government employees, are anxious to see a new government and a new political system."

The winds of change were evident in the Lunglei Municipal polls earlier this year, where ZPM secured a commanding 49% of the votes, making it the second-largest municipality in the state. MNF came in second with 29.4%, and the Congress lagged behind with 20%.

However, since then, significant developments have unfolded, with the Manipur ethnic riots driving a wave of refugees into Mizoram, alongside the central government's efforts to identify Myanmar refugees and collect their biometric data.

The Zoramthanga government's resolute stance in defying the central government's order to deport Myanmar nationals and its refusal to collect biometric data from them has resonated positively with voters, not only in the rural areas where the MNF holds sway but also in the urban centers where ZPM has found favor.

Expressing his confidence in retaining power, Chief Minister Zoramthanga noted, "We have been able to work on many development projects despite several hurdles and financial constraints caused by the COVID-19 pandemic."

The battle for Mizoram's future remains fiercely competitive as political forces vie for the electorate's trust and support in the upcoming assembly polls.
