Maharashtra principal secretary for excise and civil aviation Valsa Nair Singh on Monday discussed with CNBC-TV18 the state government's plans on reopening of lockdown.

Its day 55 of the lockdown and day one of fourth phase. How different is this phase and is the city up and running? For starters, states will have more powers in deciding what qualifies as a red, orange or green zone. Central government has also allowed states to decide on the intra-state movement.
