We lift our target price by $1.05 to $1.85, applying an EV/sales of 3.80x to our 2025 sales view, below PLUG's three-year average (~4.8x) given weak hydrogen demand and elevated liquidity risks but well above our prior multiple (2.2x) on favorable regulatory results and July 9's announced expansion of a key hydrogen supply agreement. We lift our 2025 sales outlook by $9M to $706M (LPS adjusted from $0.69 to $0.65) and lift our 2026 view by $35M to $880M (LPS adjusted from $0.31 to $0.25). The OBBBA brings accelerated expiration of the hydrogen production tax credit (-S45V) to end-2027 from end-2032 but leaves in place the fuel cell investment tax credit (via -S48E) through 2035, results that were altogether much better than feared and should bring relief as PLUG's U.S. facilities continue to ramp. In addition, July 9's announced supply agreement is set to immediately reduce costs/cash burn and encouragingly signals a key gas player's increased commitment to the hydrogen ecosystem despite currently weak demand.
