Liberty Latin America Deal With Millicom International Cellular Blocked by Costa Rica Regulator

09:56 AM EST, 11/13/2025 (MT Newswires) -- Liberty Latin America ( LILA ) and Millicom International Cellular ( TIGO ) said Thursday Costa Rica's telecommunications regulator Board of Telecommunications Superintendency, has rejected their plan to merge local operations.

The companies said they had engaged in ongoing discussions with the regulator and proposed detailed commitments they believe addressed any concerns.

The merger would have supported technology investment, improved competition, and expanded next-generation networks in the country, they added.

Both companies said they disagree with the decision and are now evaluating next steps under their combination agreement.
