The Philadelphia Semiconductor index popped 3%.

In corporate news, a data center project for Oracle (ORCL) is closing in on $16 billion in financing, Bloomberg reported. Related Digital, the developer, has been rounding up cash to build a campus in Michigan to allow Oracle to power applications for Microsoft-backed (MSFT) OpenAI, the report said. Oracle shares were down 1.2%.
