EU looks less likely to ban Russian oil

European Union foreign ministers are split on whether to join the United States in banning Russian oil. Some countries, including Germany, say the bloc is too dependent on Russia's fossil fuels to withstand such a step.

"It's pretty clear that the German economy will seize up so the EU is backing away from a Russian ban," said John Kilduff, partner at Again LLC in New York. Brent crude fell 73 cents, or 0.6%, to $114.89 a barrel by 11:45 a.m. EST (1645 GMT). U.S. West Texas Intermediate crude fell $1.91, or 1.7%, to $110.21. On Monday, both contracts had settled up more than 7%. Oil was also pressured by a stronger U.S. dollar, which gained a day after comments from U.S. Federal Reserve Chair Jerome Powell flagged a more aggressive tightening of monetary policy.

Russia must adhere to UN Charter, say UK and India

Russia must adhere to the United Nations Charter, British Prime Minister Boris Johnson and Indian Prime Minister Narendra Modi said during a call on Tuesday, according to a readout provided by Johnson's office.

"The pair agreed that Ukraine’s integrity and territorial sovereignty must be respected," a statement issued by Johnson's office following the call said. “Russia needed to adhere to the UN Charter, the leaders said, and both agreed that respect for international law was the only way to ensure global peace and prosperity." Johnson also said both countries needed to intensify efforts to promote peace and de-escalation in the region.

Ukraine calls on Chinese drone maker to stop use by Russia

Ukraine is appealing to a Chinese maker of civilian drones to block what the Ukrainian government says is their use by the Russian army to target missile attacks. Vice Prime Minister Mykhailo Federovs appeal to DJI Technology Co., publicized on Twitter, highlights the tensions over Ukraine for Chinese companies. Foreign Minister Wang Yi said this month Moscow is Beijing's most important strategic partner" at a time when Western tech and other companies have withdrawn from Russia over its Feb. 24 invasion.

Russian forces are using DJI products in order to navigate their missile, Federov wrote in a letter to DJI. He appealed to DJI to deactivate drones in Ukraine that were purchased and activated in Russia, Syria or Lebanon: Block your products that are helping Russia to kill the Ukrainians! DJI, in a letter on its own Twitter account, responded that it can't deactivate individual drones but can impose geofencing, or software restrictions that usually are used to keep drones away from airports or other sensitive areas. The company said that would affect all DJI drones in Ukraine. DJI, headquartered in Shenzhen, near Hong Kong, is one of the biggest makers of civilian drones used by photographers, businesses and hobbyists. It is a leader in technology that uses satellite navigation to guide drones to precise locations.

EU to set up Ukraine post-war reconstruction fund, draft statement says

European Union leaders are set to agree this week on an international fund to help finance the reconstruction of Ukraine from the destruction wrought by the Russian invasion, a draft of their summit statement showed. Russian destruction of Ukraine's main cities, infrastructure and industrial sites will require enormous funds to rebuild after the war, EU officials have said.

"Bearing in mind the destruction and enormous losses brought upon Ukraine by Russia's military aggression, the European Union is committed to provide support to the Ukrainian Government for its immediate needs and, once the Russian onslaught has ceased, for the reconstruction of a democratic Ukraine," the leaders will say following a summit on Mar. 24-25, according to a draft summit statement seen by Reuters.

"To that end, the European Council agrees to set up a Ukraine Solidarity Trust Fund and calls for preparations to start without delay," it said, without naming its size. The task will be made more difficult by the fact that Ukraine is now effectively cut off from international financial markets and its hryvnia currency has collapsed.

Some EU politicians have called for the use of Russian assets frozen by the West, including some $300 billion of Russian central bank reserves, as reconstruction money for Ukraine once the aggression ends. EU leaders will invite others to contribute to the fund, the draft showed. "The European Council calls for an international conference to be organised in due time to raise funding under the Ukraine Solidarity Trust Fund," the EU summit draft conclusions said.

Ukraine says 100,000 civilians want to escape Mariupol but cannot

Ukrainian Deputy Prime Minister Iryna Vereshchuk said on Tuesday at least 100,000 civilians wanted to escape from Mariupol in southern Ukraine but could not because of a lack of safe corridors out of the besieged port city. She said shelling by Russian forces was also preventing rescue workers from accessing the site of a bombed theatre in Mariupol where city officials say hundreds were believed to be sheltering underground when it was hit by an airstrike last week.

Russia has denied bombing the theatre or attacking civilians.

Poland pushes call for Russia to be excluded from G20

Poland said on Tuesday it had suggested to U.S. officials that Russia be excluded from the G20 group of major economies and that the suggestion had received a "positive response". Polish Economic Development and Technology Minister Piotr Nowak said in a statement that the matter had been discussed at meetings held in Washington last week.

"During the meetings with, among others, (U.S. Commerce Secretary) Gina Raimondo, we made a proposal to exclude Russia from the G20, which was met with a positive response and approval, and the matter is to be handed over to President (Joe) Biden," Nowak told reporters in Warsaw. There was no immediate response from the U.S. Department of Commerce. While not commenting specifically on the Polish statement, one U.S. source said separately that Russia had violated international norms and so there should be consequences for its dealings in multilateral forums.

Ukraine says 300,000 people are running out of food in occupied Kherson

Ukraine's foreign ministry said on Tuesday about 300,000 people in the occupied city of Kherson were running out of food and medical supplies and accused Russia of preventing civilians evacuating to Ukraine-controlled territory. "Kherson’s 300k citizens face a humanitarian catastrophe owing to the Russian army’s blockade. Food and medical supplies have almost run out, yet Russia refuses to open humanitarian corridors to evacuate civilians," ministry spokesperson Oleg Nikolenko said on Twitter. Russia did not immediately comment on Nikolenko's remarks. Moscow denies targeting civilians.

Kremlin dismisses U.S. warning of potential Russian cyber attacks

The Kremlin on Tuesday rejected U.S. warnings that it may be preparing to conduct cyber attacks in response to Western sanctions, and said it did not engage in "banditry". U.S. President Joe Biden on Monday told businesses to do more to protect themselves against possible cyber attacks by Russia, warning there was "evolving intelligence" that Moscow was exploring options on that front.

Kremlin spokesperson Dmitry Peskov told reporters: "The Russian Federation, unlike many Western countries, including the United States, does not engage in state-level banditry." Russia has previously rejected similar allegations, including accusations that it was responsible for hacks on Ukrainian banking and government websites in February.

Greek foreign minister wants to lead humanitarian aid mission to Mariupol

Greek Foreign Minister Nikos Dendias said on Tuesday that he wants to lead a humanitarian mission into the besieged city of Mariupol in Ukraine where thousands of ethnic Greeks live. Ukraine appealed to Russia on Tuesday to allow humanitarian supplies into Mariupol and to let civilians out of the city, which President Volodymr Zelenskyy said had been devastated by Russian bombardments.

Russia denies targeting civilians and blames Ukraine for the repeated failure to establish safe passage for civilians out of Mariupol. Ukraine defied an ultimatum for the city to surrender by dawn on Monday as a condition for Russian forces to let civilians leave safely. Dendias said that Greece's priority was to protect unarmed civilians and ethnic Greeks living in Mariupol, adding that he has already notified Ukrainian and Russian authorities over the humanitarian mission.

"I intend to lead this assistance in person," he said in statements made to the press after meeting Greece's consul general in Mariupol, Manolis Androulakis, the last EU diplomat to leave the besieged Ukrainian port this week. Dendias said that he was coordinating with the Red Cross.

Mariupol, a city of more than 400,000 before the war, has historically had a sizeable population of ethnic Greeks. At least 10 ethnic Greeks have been killed and several have been wounded since Russia started attacking Mariupol. More than 150 Greek citizens, vessel crews and ethnic Greeks have been evacuated from the region, according to the Greek government.
